i was wondering if there is a way to get horsepower but not offset the air to fuel comparison, like you would with a turbo with no upgraded injectors or fuel delivery?

Well there's intake, headers, and exhuast, Port and polish, and well I really shouldn't say it but cams, you can do cams without a tune but I wouldn't suggest it, It would run better with a tune. You could also get a aftermarket intake manifold. hope that helps.

aight thanks for the help ive got intake and muffler but not headers or doin the port and polish ill look into it

Get a full cat back exhaust, you don't seen any gains with just the muffler.

bb92, just get a custom exhaust from the cat back, its cheap and you can weld it onto the muffler you have.

In addition to the I/H/E bolt-on mods, I've read that you can have your valves grinded to be more aerodynamic, allowing more head flow. I'm not sure if valve grinding is the right term to use, but basically you (or a machinist) thin out the valve stems and reshape the how the valve tapers. This is supposed to be across the rpm range HP. The service itself can be expensive--you need to pull the head off the block, then take it to a machine shop to get the valves individually modified (hopefully with a flow bench).

I'm just throwing this idea out there, I'm not sure how much it costs, but it could be pretty expensive.

Its too bad you cant get your car tuned cause there is a good amount of power to be found on the dyno.
