I have a 1984 civic 1500s. 80k original miles. 2 years ago my dad put a new timing belt on. It has not idled sense. So he parked it in the hanger. So now I have it and trying to get it running right. The distributor was turned all the way to the right. Which tells me it might be a tooth off the timing belt. got it to idle at about 1200rpm. but it still stalls out most of the time. Could it also be a vacuum line cross? Where can I get info or can some one help.

go to the link on my signature and find the 84-87 civic manual. it should have all the info you need on it.

check your vacuum lines for leaks or disconnected lines.
have you changed the fuel filter? it wouldn't hurt to change it.
Clean your idle air control valve (IACV) if you have one... IDK because i think your engine is carbuerated (i'm not sure), and i'm not sure if those have an IACV. IDK.
if it hasn't idled since the timing belt has been replaced then you're probably right about the timing belt being a tooth or two off. I'd say it's probably more than a tooth because most people that have the belt a tooth off can still get their car to idle, just not that well.
As you say, the timing belt is most likely adjusted so that the cam and crank are out of sync at TDC.
Also check the Fast Idle Valve (see 84-87 manual at link below).
Have you tested any of the suggestions made in your previous post?
