Did it tear the hole in the bumper or fender (or both)? Can you get pics for us? I'm sure I can think of something if I have something to look at.
And in the meantime, drill two 1/4" holes in front and back of the original hole, and use them to zip-tie the bumper in place. You can use it as a permanent solution (I had the driver's side of my rear attached like that for a few months until I did a little rust repair lol), but if you're like me, you'll eventually want it fixed; bumpers held on by zip-ties are for drift cars (seriously... body kits on purpose-built drift cars are usually zip-tied on so when they hit the wall the ties break and the body kit doesn't get damaged as much).

^ the passenger side of my bumper is held on by zip ties, lol, lost the screws and kind of lazy to go find them, seems to do the job

^1 on the zip ties. Semi-permanent and cheap solution, does the job.

A well-stocked Hardware Store will have "Oversized" Fender Washers and fasteners that will make it more permanent than Tie-wraps.
