It's the measurement from one inner wall directly across the centerpoint to the other innner wall, with no regards to the thickness of the piping material itself. Now that I think about it they would probably be the same, but I have never heard it referred to as 'inlet' diameter. For N/A set-ups, that is no turbo, supercharger or nitrous, the best inner diameter (ID) is 2.25". For F/I (forced induction) or nitrous applications 2.5" would be better.
