i went to install my new front strut bar today and the strut bolts are very rusted. I tried to loosen them and they started to chip away. Could i find new bolts at a hardware store? And how can i remove the rusted bolts?

You can find the bolts, they are no problem, try putting WD40 on first and waiting for couple of minutes, if the sides on the bolts are worned, which means rounded, you are either going to have to use the locking pliers to take them off.

find a large wrench to fit the nut (wrench, not ratchet). after spraying with wd-40 or another rust remover, tap the wrench with a mallet and it should knock loose

I just got some stuck bolts out with penetrating oil and a hair dryer, along with some patience and brute force... it worked pretty well

For rounded bolts, these work like a charm:
