EK Swaps - Swap Legality?

I just turned 16 a few months ago and my parents are ready to buy my car. Lucky for me we have a connection to get cars from the car dealer auction for like 25% to 30% off what they would cost on a used car lot. Naturally my dad doesnt want to get me a fast car so he going to buy me a civic. I said 96 and up ex would be fine. It will probably have right around 100,000 miles on it. My plan was to do a swap. I cant get a b16 because my parents wouldn’t let me. So they wont care if I swap the same engine I have in it with just lower miles. I really want to get at least in the mid or low 15’s for a ¼ mile. Is that possible with the usdm 100,000 mile motor I would have? Or would you advise swapping a jdm d15b from here.

Now the 1996 civic uses a d16y8 right? What’s the difference between the d15b and the d16y8? I think that’s the motors I should use, if not what should I be looking at?

I’m leaning towards the swap. And my main question of all this is, is it legal to swap a jdm motor in a 1996 civic? I live in Washington, im not sure if that matters. Would I have to tell my insurance company? Or do I not have to since its just replacing a part of the car. I just need to know what the basic things are I should know about before doing a swap. I have 1,200 dollars and a friend will be installing it for me. Is that enough money?

stick with the stock Y8. 100k is nothing to a civic. do all the bolt ons, or a nice turbo kit and it shoul dget yo into the low-mid 15s. but learn to drive comfortably well with the stock power first, maybe get in to some auto cross events in your area. oh, and stay away from an auto.

Yea, autocross is an awesome place to start out, because you learn the basics of driving and controlling the car, and you don't need a fast car to do it. The y8 is in the civic ex, and I believe its got a couple more hp then the d15.
