turbo, best bang for your buck.
without a budget, power goal, or knowing your experience (are you going to install it?) that's all I have for you.
Intake/header/exhaust won't gain you much but a nice look and some noise.

~180whp without opening the motor up and replacing internals. Quick list off the top of my head that you will need:
turbo
manifold
waste gate
intercooler
intercooler piping
blow off valve
tuning
injectors
various vacuum hoses
wideband o2 sensor (not necessary, but a good idea)
gauges (again, not necessary, but a good idea)
then start focusing on putting that power to the ground
coilovers/suspension
tires
clutch
Spanning across all the honda forums, I'm sure your question has been asked millions of times at this point so the info is out there. There is a stick somewhere on this forum (probably in the turbo section) going over this list.
