Default Timing issues and surging idle

Hello,
After getting that &^%$^& crank bolt out, I reinstalled the timing belt back in my 91 Civic 1.5L. My haynes manual shows the camshaft timing mark, but does not mention where the crank timing mark is, but has a picture showing the crank with the keyway in the 12 o'clock position. I timed it like that and now I get a surging idle. The engine's powerband seems to have moved up too, almost acting like turbo-lag. I did not have this surging idle before, so I'm assuming that my timing is slightly off. Did I time it incorrectly?
Thanks,
Mikel

When I done my mini me and new timing belt it would surge every once and a while for a few weeks if I would get on it real hard. But after a couple weeks it stopped.

there is a mark on the crank gear that aligns with a mark on the oil pump. this is tdc #1 . but singe you have your pulley on already, the mark on the belt cover and the single mark on your pulley are tdc, and the three marks are for ignition timing

I saw the marks in the belt guide disk, but no marks on the block to line them up with.
Thanks,
Mikel

it isn't on the block..the marking is a little triangular piece off of the timing belt cover. it is either a triangle or a cut-in triangular piece that you will be checking your timing off of. good luck....
