cant make heat blow down low on feet???

Default cant make heat blow down low on feet???
2001 civic
Regardless of the setting the blower always blows thru dash vents...it gets cold down there on floorboard. Anyone had this happen?

Yeah that happened to me in my old car although I never found the source of the problem.
