^ +1 thats what i thought. no where on that thing or signs do i see that its for wheels only. also on the dial it says soap one would think that its soap for the car. i really dont think that thing is for wheels only.
who knows what people use that brush on. they probably clean their wheels as well and all the dirt and other things stuck to the brush glides along your paint causing light scratches, thats what i would think.
maybe some claybarring would help

Post up some pictures if you can, it'd give us a better idea on what needs to happen.
If you lightly move your finger over the scratches, are they deep enough to catch your fingernail? If not, a good 2 or 3 stage polish should be all thats needed to get you back to a swirl free shine.
USE GOOD PRODUCTS! Off the shelf crap will most likely not work as well and/or make the job much more tedious.

Also... On more than one occasion, I have seen dudes cleaning their big ***, dirt covered muddin' trucks with those brushes at the DIY Car Wash. NEVER EVER EVER use them on a painted surface!

The brushes weren't really meant for wheels only. But when people started to use them clean the bottom of their cars, a bunch of dirt and grease gets embedded inside the brush. If you really have to use the brush, you can use the power nozzle to clean out the brushes. I haven't use the car wash stalls in years, but when I did, I use a bucket and sponge.
