You really have to go look at the car. I would buy it for $700 for sure. You probly cant trust that engine no matter what the guy says, and the water damage is ****ty, but with the money you save you could fix that no problem. The only other thing is the emissions/inspection thing, where I live we dont have that, but it may be a big deal for you.
