Default d16z6 has a y7 block

recently bought a 95 eg si, don't know much accept i want more power
swapping will cost to much, unless i get a random motor on cl
i could sell and add a 1000 and get one swapped but none of them pass emissions thats why there selling i think.
in wa you cant even get a title now. untill it passes emissions first unless you live in the booneys
i may boost it unless it will cost to much. the car was 3 grand if it would get to costing 6 grand,
i could get a 99 si coupe for 3 g and boost it , obd 2 though, i think it may have economy vtec? b16a2
i dont know if the y7 block is hindering performance , or should be boosted and what in the specks is head or block related , like redline rpm, is this a higher comp block then z6.

also i noticed my vtec is hitting at 3800 and not 4800, i can barely get it to go past 4800 though i was trying in 3rd and 4th
the p28 cpu has writing on it , i can open it and get a photo
my budget is 2500 for a motor or turbo

is this forum totally dead?
what are the chances my rpm gauge is just off
the car idles abit low there is a small line below number one
thats where it is
