Taillights are an easy swap, prolly the easiest and least expensive if you get some through ebay (which are fine). Just got to pop the trunkto unscrew them. But that is of course if you want to change them.....
Headlights are pretty easy aswell but a lil tougher, just got to take off the front bumper, only tricky part I find with removing the bumper is when you put it back on and lineing it up right. Helps with two people one for each side.
A lip isn't too hard either for the front bumper, unless you wanna paint itthen there is the worry that it wont match exactly toyour cars. But if you leave it black would look fine.

lets see, by saying cheap how much are you looking at here? also what do you want to start with first? you can do I/H/E which is a decent price or a strut/spring combo to lower the car. you can do some wheels and tires but thats gonna be pretty hefty.

if you've got the money to get some really nice I/H/E, you've almost got enough money for a turbo kit. Turbo = best bang for your buck, but its not cheap. You can have two: fast, cheap, reliable
