You should get a B16 or a B18 and turbo it, with a nice tune you're well into the 300's.
Turbo is the best way to accomplish 300hp with expenses in mind.
Research, make the turbo section your bestfriend.

300 hp civic is going tocost some money. i would advise a b series engine and then you are going to have to build it up. forged rods and pistons then you will have to build a turbo kit. there that could be 7000-8000k including the swap, depending on the kit you get and everything it will be more im assuming.

Get a b18c turbo it, run about 10 psi of boost and you will do it. Stay away from b16's, they suck, there torque is 5 or so pounds more then a d16, aka they suck.

Stop giving people advise, because you don't know what you're talking about.

OP - LS/VTEC, turbo, and a solid tune will put you around 300. However, you've admitted that you don't know much about engines, so I suggest you spend the next few months reading, learning, and building an accurate plan before even popping your hood.

This isn't the fast and the furious, a 10 second car is not just a music montage away. It takes a ton of knowledge, time, money, and determination to achieve big goals reliably.
