Plug B, pin 8, blue wire. That's your tachometer signal wire. Check that it's connect properly.

Here are your options for power (+12V) for the glowy things:
-Plug A, pin 3, Yellow wire, connected to fuse #15
-Plug B, pin10, Black/Yellow wire, connected to fuse #1
-Plug B, pin 11, Red/Black wire, connected to fuse #19

Here's your option for ground (0V):
-Plug A, pin 5, Black wire

Yes, the Green plug (plug D) has power and ground wires but I suggest not to use them. The same applies to the Yellow plug (plug E).

The wire color sequence goes::
Red
Red/Blk [Spliced open] (Here is where I believe the problem is. An electrical current test shows this wire having no power flow.)
Blk/Yel [Spliced open]
Blu
Yel/Red
Wht/Blue
Grn/Blu
Grn/Yel
Yel/Blu
Yel/Wht

When you say speed glow gauges are you referring to the white gauge faces that you slide on top of the stock faces and they glow a different color when they light up??

If so, you don't need to run lines all the way to the fuse box. Either one of the 3 power wires I listed above will be able to power the gauge faces without an issue.

Plug B (12 Pin, 10 wires)

B12 - Red - Dimmer
B11 - Red/Blk - +12V Power (Fuse 19)
B10 - Blk/Yel - +12V Power (Fuse 1)
B9 - EMPTY
B8 - Blu - Tachometer
B7 - EMPTY
B6 - Yel/Red - Oil Pressure Light
B5 - Wht/Blue - Charging Light
B4 - Grn/Blu - Left Turn Signal
B3 - Grn/Yel -Right Turn Signal
B2 - Yel/Blu - Speedometer
B1 - Yel/Wht - Fuel Gauge

If you're referring to the diagram I posted, it's a diagram of the back side of the cluster where the plugs literally plug in.

Yes, fuse 19 is a 10amp. Just try replacing the fuse with a new one, sometimes old fuse flake out. Here's a fuse reference for you...
