How are you testing current here?

Either way, I highly suggest purchasing a multimeter to test for voltage.

If fuse 19 is good, check that when the plugs are in and the parking lights are on that the stock cluster illuminates. The dash lights should also illuminate as they run on the same fuse.

If the dash lights illuminate but the cluster does not, that wire it broken somewhere.

But, I'm going to bed.

ok im using a volt meter with a light bulb at the end of a rod and the dash lights (gauge lights) come on when i turn the parking/headlights on only the tachometer doesnt work on the cluster when the engine is on.

im just curious have you tried jumping 12v into the red wire you say is supposed to have it but dont, to see if your tach will work.

I have an even more obvious question, has the "speed glow" modification physically jammed the tach needle at zero?

The tachometer, speedometer, gas gauge, temperature gauge, and many of the warning lights (oil, battery, and I think "check engine") all operate from the same power source. If that power is lost none of the instruments will work. Note that the gas gauge will remember the reading from the last time it had power, so it may not be obvious that it's not working.

I really don't like jumping live wires to stuff, especially when it's bypassing fuses.

Its a lesson learned ill never do it again without researching fully but there are two sources (2 12V Wires) of power in Plug B and with the Volt Tester it has confirmed there is no moving current of power in that one wire. However everything in the cluster works besides the Tachometer I even Tested the Cluster because I have two Instrument Clusters for this car and my old clustr i know worked fully, which now everything but the Tachometer works.
