The easiest answer is to get a turbo. All the other mods don't really compare... If you put in an exhaust, intake, headers it might give you about 10hp at the wheels... Add throttle body, fuel rail, chip and you might get 10hp more... Adding a turbo to a stock car will put you up in the range of 40-50hp with UNLIMITED possibilities (well unlimited within limits...)

seriously if your only 15, how are you able to even drive? I think you should save your money. putting money into a car is like the worst investment ever. if you are looking for cheap things to do, there are some. Example, you can pick up a book or find some how-to's on taking the head, pistons, etc out of the engine and then do your own port and polish... this will give you a few extra horses. or maybe something cheaper is just to get a high flow k&n... but this won't give you that much extra power.

civ's weren't made for torque so the only answer is forced induction

civics don't have torque period.... The latest K20 engine is like the most torque ever on a civic and it only has 132 lb-ft. This is pretty low compared to many other cars in its class (SE-R, SRT-4, etc.)

if traction is your problem... you have to get better tires. they make a huge difference. you can have all the power in the world but if you have crappy tires, you won't get anywhere. I recommend Kunho tires. their high performance tires are pretty cheap and are pretty good performance.
