Default OBD Compliant Parts

I'm a nub when it comes to this so I will ask you guys. My 99 Civic is OBD II and I plan on swapping the engine in a couple months with an LS/VTEC swap. Do I need a block and a B16 or B18 head from another OBD II vehicle or can I get away with an older OBD head/block? So naturally I will need an OBD II ECU. Will this properly control an engine with older OBD generation components? Thanks for your help
