Dont know if you have it over there, but T-Cut + a free afternoon + a lot of deturmination should = Problem solved. If you T-cut the bonnet 2 - 3 times and then get some car wax (preferably good quality, but any will do) and then put 2 or 3 coats of wax on, this should at least improve the problem if not solve it.

Oh yeh and RE: your engine oil problems, my civi barely uses any oil whatsoever.

my moms accord has the clear coat cracks, looking into having a body shop sand and reclear your hood

T-cut is a type of paint renovator. Basicly you apply it with a cloth on to the affected areas, you then let it dry slightly (but not for too long!) and then buff it off. This removes a small layer of paint and should hopefully get rid of the cracks. If you go into a motor shop or something and ask for paint renovator they should know what you mean.
