Yeah, as long as you're willing to learn, this forum can teach you a lot. When I joined here I had a '94 civic EX... body kit, neons, etc. Two years later when I sold the civic, it had built suspension and mild bolt-ons and was generally a sexy car (the body kit and neons were taken off lol). Now I'm working on organizing a twin-turbo and supercharger build for my mustang. I'd say about 90% of what I've learned about cars was learned on these very forums.

The VTEC engine has more horsepower when revved up near redline than the non-VTEC, so if you drive like that, you'll want to swap. It's a straightforward bolt-in replacement. You can swap either the head or the whole engine. You will also need to replace the ECU (engine computer) with one designed for the VTEC engine and add a couple of wires from it to the VTEC solenoid.

----To answer your question, yes, you would need a vtec ECU for everything to run properly. I am not sure about how much extra hp you'll gain... but I am guessing ~15-20hp.
