130K miles is not a lot for a Civic. The family has 2 Civics that are over 250K miles and both are still running great and strong. Both still get 30+ mpg. I feel that your engine still has a lot of life left in it.

The timing belt isn't too bad of a job to do on a Civic. And once the timing belt is off, you can do the water pump to. You usually do both with a timing belt swap.

buy a b block and a turbo kit.
but install the turbo kit on the current engine and run it at as high of boost as possible and make a couple 1/4 mile passes before it blows up
i wanna know what kinda numbers the stock block will make running like 30 lbs lol
