Default Rust on car car rim already? And more...

Hi,

I am a new member and I'm in need of help! I don't know too much about cars so I'm hoping you guys (and gals) can help me! Please!

1) I bought a 2012 Civic Sedan LX back in the beginning of September of this year (2011), and there is a rust all of the inside of the tires (rim?). Is this normal, after only 3 months? (<< all of those emoticons are what I'm feeling).

2) Also, when I turn on my headlights, the dashboard lighting dims. I understand that at night time, it becomes relatively adequate, but during dusk and dawn, it is horrible! Is there a way to adjust this? I've looked at the car manual, but I can't seem to find it anywhere!

Someone(s) please help me with one or both!

AND one more thing. In those three months, all four of my tires inflated by 10 psi!!!! I inflated all four tires and now it's normal.

But, is that normal?? I can't have four lemon tires from a probabilistic standpoint, can I?

The steel wheels will rust over time but 3 months is pretty fast. It won't hurt anything but just looks bad. You can remove the wheels from the car and repaint them if you want. I have a 1998 civic LX and repaint my wheels about every 2 years. The better you prep the wheels the longer the paint will last.
You could try going back to the dealer and let them know about this.
