Default Seatbelt Question

I snagged some cheap Integra seatbelts for my project. Since they were unbolted, they won't release the belts anymore. Is this some sort of Honda fail safe? Or can I reverse it and be able to use these?

HOLY CRAP nevermind. I figured it out. They ONLY work in the position they are installed in. That's some sort of engineering GENIUS. I was holding it flat trying to pull the belt out and totally failed at it. If you hold the thing upright as if it were installed, the thing moves like butter, no problem. Tip it just slightly and it locks up. That's some nice design work.
