A 609 does not allow you to import new R-12 from Mexico or any other country. Technically, recycled R-12 can be imported, I think that companies that do so need to register with EPA under a different program than 609. The stuff you find on retail shelves in Mexico will not be recycled, it is of new manufacture allowed under the "developing countries" loophole in the Montreal Protocol.

You do not need a 609 to buy or possess R-12, as long as you are going to resell it and not use it yourself. The 609 is only required for users of R-12, those who will open the container and charge it into a car. Sellers are required to verify the buyer's status as a 609 certified user or a reseller.

There are legit places on the web selling R-12 in the US, best price I have seen is $700 for a 30 pound cylinder or $28 for a 12 oz can. The price has been fairly steady. Though supplies are being used up, the demand has also gone down as more and more pre-1994 cars and other R-12 systems are scrapped
