It depends on the Vtec haha, if you race a non-vtec D16Y7 stock against a stock b18c1 vtec stock then you are getting raped. But a D16Y7 (1996-2000 DX/LX, etc.) against a D16Y8 (1996-2000 EX) it would likely be a drivers race if both were manual, if one was auto it would lose, the EX has more power but it's heavier it may be more likely to win but a stock DX would hold its own against a stock EX. Basically you would probably want to choose Vtec given the option, unless you're going to turbo maybe, but the engines without Vtec are great and well engineered too

It matters and adds hp and all, but in the end it all comes down to how much HP the car has total. for example, a 200hp turbo non-VTEC D16Y7 will beat a stock D16Y8 (vtec) or B16A2 (vtec) or B18C1 (vtec) or other various motors

VTEC-E is better than a comparable engine without vtec like the D15B7 or D16Y7, but is not as good as regular VTEC.
In terms of VTEC, you can only compare VTEC on comparable engines, in 2 or more different classes, for example: SOHC and DOHC.
it's hard to compare a B18 (DOHC) non-VTEC to a D16Y8 VTEC (SOHC) because the difference between SOHC and DOHC is a large factor.
VTEC-E is mainly for fuel economy, but also is good for a little more HP.
Consider the following for example:
HP/TQ
good: D16Y7 (non-VTEC) [106HP, 103ft-lb]
better: D16Y5 (VTEC-E) [115HP, 104ft-lb]
best: D16Y8 (VTEC) [127HP, 108ft-lb]
FUEL ECONOMY
good: D16Y8 (VTEC) [127HP, 108ft-lb]*
better: D16Y7 (non-VTEC) [106HP, 103ft-lb]*
