A 3,000K HID setup theoretically puts down more usable light on the road than, say, a 10,000K setup (purple like Hailchristian said). After 6,000K, the amount of light in the color spectrums humans can make out actually diminishes; that's why stock HIDs usually range from 4,300K-5,000K.

With a bright yellow output, you'll most likely get harassed by cops more than usual. In most states, they are illegal, but sometimes cops usually let people off with warnings. Like reaper said, the most efficient and visible light for night time driving is somewhere around 3k-6k depending on the lenses, and headlight design. You can actually get the yellow knockoff halogen bulbs for the look, but you're output won't be what you're expecting.

actually 6k has 8% less visible light then 5k its not much but there is a difference 3-5k have the same amount of visible light but yellow pierces through everything better hence why there used with fogs...get 5k for headlights

Do a retrofit (proper) in a factory housing with all the proper reflectors if you want lights that are useful over just lights for looks. If not, you can go with silverstars for cheap if you decide to stay halogen. If not, you can just get some projector housings (halogen) to focus the light output.
