I have a 1994 Honda Civic 1.6 vtec automatic....
It wont start! Here's what we have done already
1) pulled the starter and had it tested... it was good
2) pulled the battery and had it tested... it was good
After doing this and reinstalling starter and battery it started twice and now wont start again.
In the process of removing and reinstalling both we cleaned all connections and even replaced the battery connectors so they would tighten down good.
When the key is turned nothing happens except all dash lights come on.
What should we check next?

 

Put transmission in Park and set the brake. Leave key off. Go under the hood and unplug the small wire from the starter, then touch a test wire from its small terminal on the starter to + on the battery. The engine should crank (it won't actually start because the key is off). This shows the starter, battery, and large power and ground wires are OK.

If that test passes, you should investigate the interlock switch on the shift handle. It closes the circuit between the key and the small wire to the starter only while the shifter is at Park or Neutral.
