Default 1998 Civic Passenger Leak

I own a 1998 Honda Civic that has developed a major leak on the passenger side - It doesn't have a sunroof and the AC drain isn't clogged

I took apart the windshield cowl thinking the drain would be plugged, but it was clear - Please confirm that the drain is on the left side of the photo

Could the leak come from water getting into the blower assembly located just behind the raised metal shield?

The passenger footwell has a lot of water after it rains - I looked after a rain storm and found water near the ECU (far right side of pass. footwell) and by the plug which is located under the glove box (see picture)

Where should Ito look to identify the location of this leak
