1998 civic si d series acceleration problem

Default 1998 civic si d series acceleration problem

So I just picked up a 1998 civic si
The previous owner had swapped out the motor and tranny(apparently) to a D series with low mileage. He doesn't know what motor exactly and it's near impossible to see anything on the motor.
I have 2 questions

1: if he didn't replace his motor with the same motor, would you have to replace or flash the ECU or is it fine?

2: secondly, it does have vtec but it feels like its not working? At 5500 rpms or so you'll hear it kick, but it only makes noise. The car doesn't accelerate any more, you just constantly hear the vtec going until you shift

What should I do here?!

Find out what motor is in your car. Look to the left of the exhaust manifold and it will say.
