Default 2001 civic executive wiper arm rusted solid on

I have been trying to replace the drivers side wiper arm on my civic, as the pin broke, we have taken off the nut, but now the arm itself wont budge, its not like it will move at all but seems to be welded solid, we need to replace the arm as the wiper does not work at all and it rains a lot here.

Have you pulled the arm up, then attempted to remove the arm from the car?

Normally, the arm is down, against the windshield. When you replace the wiper, you have to pull the arm up and it locks in a 90° angle. Have you tried pulling it off while "up"?

You need a tiny gear puller. Or the old trick of pull it up and out by hand, then while holding in that stressed position, hit the shaft with a hammer. Put the nut back on most of the way first so you don't damage the threads.
