Of course that's not safe. When there is poor directional control, trying to go around anything unexpected in the road is likely to result in losing control and crashing.

 

sorry but this person you speak of needs a smack across the face the world doesn't revolve around them there are other people on the road if they don't care about there personal safety then thats on them but there putting everybody around them in danger.
