2009 Civic Si AC trouble

2009 Civic Si AC trouble
I own a 2009 Civic Si with about 90K miles. The AC has never worked great and I cannot go through another summer without it! I would like to try and fix the problem myself but I am just not sure where to start...
The blower is working fine and the AC and MAX AC switches light up when pressed but it just never gets really cold. The symptom that really throws me off is that the I do get relatively colder air when the car is in motion particularly on the highway but as soon as I come to a stop it goes back to warm air.
Two years ago while I was working at an Audi dealer I had one of the techs recharge the system and he added the dye to detect any leaks but the problem was not fixed and he told me that he did not see any obvious leaks so I am really stumped as to where I go from here. Any help is greatly appreciated.
