96 civic will not start

Default 96 civic will not start

drive the car to work. went to leave and will not start. it cranks over and tries to start at times, but will not run. fuel pump runs and has 42 psi. all 4 cyl. are getting good spark. the timing marks on the balancer line up as do the cam sprocket. checked comp. 3 cyl had 75 psi and 1 had 150. took the head off and found no problems. cleaned all carbon off and put it back together and it still does the same thing. any help is appreciated. thank

wow guess I stumped everybody. I also do not have any codes. is there an ohms test I could do on the cam positioning sensor? and will that throw a code? I`m told it will not.
