Dash light/taillight fuse keeps blowing

I've been encountering the same recurring problem with my 1994 Civic LX, burning through "fuse #19" to the tail lights and dash lights. I've blown four 10A fuses now. I just posted elsewhere on this same site, at https://www.hondacivicforum.com/foru...48/#post789723
Since I'm trying to troubleshoot myself before taking it into a dealer to blow lots of money, I wondered if you had any success figuring out if its a fuse under the hood (like they suggested on the other forum), the radio, or what else in that circuit.
If it somehow is an issue with grounding to the chassis, how and/or where would you fix that? I don't know how that works in cars (although my understanding of circuitry in general is just fine; just not specific to car layouts).
