Default Electricity to radio receiver

A constant 12 volts DC goes to the radio from the battery but how much is sent from the ignition to the radio when it is in the third position after cranking? I'm only getting about a third of a volt.

There are two circuits, 12 volts all the time ( white with blue stripe wire in the harness, yellow wire on an aftermarket radio) comes from a fuse under the hood. 12 volts with the key on (yellow with red stripe wire in the harness, red wire on an aftermarket radio) comes from a fuse under the dash.

Thanks, Mk378. I ran a wire from the battery to the appropriate wire and the radio powered up fine. So I guess now I have to go into the ignition to find why I'm getting less than a volt at the radio.
