Default Fluctuating Idle?

Ok, My Stock 2000 ex coupe 5-speed with 94,000 miles has been stored for the last 3.5 months over winter. When I put the car away back in early December 2009, the idle was fine.

I brought her out today....and noticed as the car was warming up, the rpms wouldnt drop. So when I started driving her, and pushed the clutch in to come to a stop , the rpms would go down to about 900, then SURGEEE back up to 1500-2000, then back down to about 1200, then back up again until it finally decided to come back down to about 900 rpms.

Like I said, when i put the car away months ago, it was fine.

I am thinking maybe the throttle body needs cleaning, bad vaccum hoses, or maybe i should try cleaning the IAC valve?
Where are the vaccum hoses located? Motor is d16y8, and no CEL's

Any other ideas?

Thanks
