That looks like part of the throttle body, isn't it? My 95 had the newer type throttle body with the MAP sensor mounted on top, I don't remember it having that projecting piece.

The underhood parts of the evaporative control system consist primarily of the canister on the firewall and the purge valve on the back of the intake manifold, nothing anywhere near what you've circled. Also the evaporative control system is to prevent HC vapor from escaping while the car is parked, it won't affect tailpipe readings.

Edit: Looking at that report, you have quite a few things to do:
Reconnect evaporative system
Fix CEL (and resolve any codes that led the previous owner to disable it)
Get idle speed in range, check timing
Probably new catalytic converter, from looking at the tailpipe readings failing on all 3 pollutants. If the engine runs good but all 3 pollutants fail that usually means the cat is worn out (or hollowed out).

I replaced the O2 sensor, catalytic converter, so that just leaves reconnecting the evaporative system, timing... And CEL. Ok thanks much appreciated..

Nvm I didn't know what CEL was, yea the O2 sensor fixed the check engine light so that's good. I'm still kinda iffy about the Evap system if it's disconnected it should be obvious I just don't see it, would it be a couple of hoses coming off the the side of the vtec head?
