Default Help with broken harmonic balancer

I was given a 1997 Honda Civic coupe 5spd that I want to do minor repairs and sell. The car was sitting in the driveway for a year and my buddy didnt know what was wrong with it. I replaced the battery and it started up after a few seconds of cranking. Driving home I realized the battery light was on and the power steering was out. Popped the hood and see the harmonic balancer is crooked. Ordered new balancer on ebay and rent tool from auto part store and decided to do the job today. The balancer is not holding, im basically just spinning the bolt and can feel the engine compression. The pulley is not locking in place. I read that you can also lock the crank with the flywheel. What are my options here? Whats the easiest way to lock the crank to remove this bolt?

Just to explain a little better, I can spin the pulley with no tension..so the tool I rented is useless.
