Default I'm lost!!!

So I have a problem and I cannot figure it out. I have rev surges. I have cleaned the throttle body, I have cleaned the IACV very well... It still has a high idle and the surge. Cleaning the IACV lowered the surging a bit. I'm changing spark plugs as I'm sure they're bad lol.

Check for vacuum leaks, too. Although easier said than done, vacuum leaks after the throttle body can cause this to happen

My car is a D15B2 and I can't find the Fast idle valve.
