Default Issues with 90 EF with a DOHC ZC 3 grand rev limiter?

Hey Gang.. New to Hondas, Picked this up off someone in town cheap and love the handling and the way the car is laid out. BUT issue is, the Check Engine light is on and this car wont rev past 3 grand and two days before when I test drove it it was totally fine.

So in my trouble shooting I have swapped PCM's.. It had the PG7 in it I swapped it back to the stock SI PCM.. No luck same issue.. then I figured out how to check the LED on the PCM for code.. its throwing
1-4-20 .. So ?? Could it just be a bad O2? it smells like trash and is killing gas like crazy.

any help would be great I only have a few days to get it working right!

The code 4 is the big reason why it won't run right, it's not getting proper timing pulses from the distributor. Usually this means you need to replace distributor but since this is an unknown swap job, test the wiring too. Unplug ECU and measure sensor resistances all the way through the car wiring, also the two sensor wires must be open circuit to ground. The DPFI distributor that was stock with that car can't be used with a MPFI setup.

Bad O2 causes a code 1 but no major run-ability problems. Code 20 is often completely spurious.

Default Dohc zc turbo no start code 4

I hate to dust off old threads or post but im in need of help ive had 3 crx's and the third one im building im taking my time and bring it show quality and fuction so far mods 88-89 DOHC ZC turbo wire tuck triple checked (i know everythings matched up) 2 ground wires one one a starter bracket and one on the intake manni on driver side both 2 gauge wire now it starts and ecu shoots code4 no revs above 3k and i just replaced the dizzy with a td03u and the last crx it came out of it ran fine i put it in my new crx and it started acting up do u think it could be a ground connection the battery is in the back or another bad dizzy idk
