Default No dash lights until warmed up?

I have a 93 honda civic, when I start the engine up in cold weather, and turn the lights on, the dash lights do not work until everything is warmed up. Also, the parking lights won't work either. I have a buzzer installed into my fuses so I don't forget to turn my lights off when I shut the car off, and it won't buzz with the key off and lights on until everything is warm. What do I need to clean/inspect/replace here? Thanks.

I think you may have a faulty combination switch. Here's how to test:

Default no turn sig. clock or rpm.

Istalled new harness. Again.
Have no turn signals or rpm i do have dash lights. I have replaced the lighting relat behind consol ideas
