Default A noise in the front end

Hey everyone, i have a 96 Honda Civic EX Coupe, Manual transmission. I have replaced both CV Axles, all four huds and hub bearings, every ball-joint, inner and outer tie rod ends, upper and lower control arm bushings, rotors, calipers, drums shoes and pads, all four struts and for some reason (only while the car is in motion or the front wheels are spinning with the car on jack stands, Transmission engaged or not) I am getting this noise that sounds like an industrial sewing machine at or around 35MPH. Any one think they have the answer? I also know its not coming from the engine what so ever.
