Default Is this normal for rear tail light?

My son just noticed his 2000 Honda Civic's rear lights not completely lit, as the top part of each tail light is not lit. Is that normal? Do those only light up when the brakes are applied? I don't recall myself how they look at night. Can someone let me know? Thanks in advance.

umm yes that is normal. one section should light up in reverse, and the other with the turn signal.
