Programming 98' Civic EX Key FOB
Hello all,
I have a 1998 Honda Civic and just replaced the car's battery. Now the wireless key fob will not work.
I did some research and found the directions on how to reprorgram it.
--------------------
1. Turn the ignition switch to ON (II).
2. Press and hold the Valet-Disarm
button on the radio (between the
AM/FM and CD/TAPE buttons) to
enter the programming mode.
(Continue to hold the button
during this procedure, or
programming will be cancelled.)
Check that the power door locks
cycle to confirm that you’re in the
programming mode.
3. Within 5 seconds, press the “Lock” or “Unlock”
button on the transmitter. Check that the power
door locks cycle to confirm that the code was
accepted.
4. Within 10 seconds, press the “Lock” or “Unlock”
button on each of the remaining transmitters.
5. After all the transmitters have been programmed,
release the Valet-Disarm button to exit
programming mode.

My problem is, I get to step #3 and press the either button. When I do so the locks cycle confirming the code was accepted. After I release the Valet-Disarm button to exit programming mode I turn the car off and try the FOB. Nothing... Doesn't work. I try again... I get to step #3 and press either button. Bingo! The locks cycle. Exit programming mode and try the FOB. Nothing. Any suggestions?

I tried pressing the lock button six times while holding down the valet-disarm button. Each time I pressed it I could hear the locks cycle. When I let go of the valet button and turned the car off I tried the fob and nothing. The light blinks. I even replaced the battery and tried it again. No go.
I checked the fuses you suggested. 14 I think was a 7.5 and 18 was a 15 (I think). They both were normal. No blown fuses.
It's just odd that when I hit the lock or unlock it acts like it is accepting the code. But when I turn the car off and try it after programming it doesn't work.

The transmitter cannot lock or unlock the doors if:
-A door is open.
-The key is in the ignition
Were both of these conditions met after you registered the transmitter code and then tried to lock/unlock the doors?
In addition, after finishing the registration procedure, the remote is activated by pressing the Lock or Unlock button six times. This is done without pressing the Valet button.
For more details, read the two diagrams below from the service manual:
-A door is open.

Same issue, did you ever find the problem?
I have found / replaced bad driver door lock actuator, bought new honda remote, and a used radio.......same problem (remotes appear to be communicating when using the programming procedure) when I release the valet button does not take. Thanks
