It's easy to forget to hook up the ECU ground wires on the thermostat housing during an engine swap. The ECU will not operate with them disconnected, thus there will be no spark or fuel.
Check that the CEL cycles on for 2 seconds then back off when you turn the key on but don't crank. During that time, the fuel pump should run then stop. If it does that, turn key off and jumper the 2 wire connector above the ECU (the 3 wire connector is for proprietary Honda scanners). When you turn the key on with the 2 wire connector jumpered, the CEL should come on steady. If it blinks out a code, count the blinks and look up the code.
Pull up the brake handle and confirm the BRAKE light on the dash stays on while cranking. Power for the ignition and ECU comes from the same circuit.
Check that the camshaft (thus also the distributor) rotates when you crank.

The block/head assembly is compatible. If it was just dropping in the engine itself, you would still have all the 1994 manifolds, distributor, ECU, etc, so treat it like a 1994.
Go through the tests I listed.
So you're saying it never ran with the new engine? The engine could be bad. Put a priority on checking the timing belt and the compression then. If you had spark but it doesn't run, the timing or firing order could be wrong.
