Default Trying to adjust headlamp tilt (95 LX, 1.5L)

I'm trying to adjust the tilt of my headlights. My Haynes manual tells me to insert a Phillips screwdriver into the hole near the center line (i.e, medial, not distal). Well, I inserted a Philipps screwdriver into the hole and turned, but nothing happens. I remove the screwdriver and shine a flashlight into the hole. I don't see an X-shaped screw/hole.

What am I doing wrong?

its possible that the mechanism is completely rusted out. can you see the teeth at all.

thanks for your reply, itburnswhenIP. What I see is not a hole of a screw. It's more like a curvy-flower shape, where the flower is 1 mm thicker. Hard for me to explain. Perhaps I should take a picture.
