Default Windshield wiper issue

My daughter has a 2008 Civic and is having a strange issue with her wipers that started last week but doesn't happen all the time. She says sometimes when she turns on the wipers they don't come on for approx. 10 seconds, but then everything is fine and if she would turn them off and back on again they work like they should. This seemed to be happening when the car sat for an extended period of time. However yesterday and this morning she is reporting that the wipers worked just fine and turned on like they should. Since she had the problem numerous times last week, I'm a little concerned and was hoping I could get some advice and suggestions on what maybe I should check that might solve the problem. Thanks in advance for an help offered.

For that price, I'd be willing to replace it. How hard of a job is replacing the part? I do as much work on our cars as I can, just not sure what's involved with this?

I think it's a DX but I'm not 100 percent sure on that. I will double check that. I appreciate all your help.
