Default Won't shift out of 1st in D3 and D4 now matter how high it revs

I just got this 95 civic about a month ago and since I've had it I haven't been able to get it into 3rd or 4th gear. 110k miles, automatic, the motor runs beautifully, and all the electronics seem to be in order. However, when I drive it 1 and 2 on the console work as they should, but when I shift into D3 and D4 the car will not shift past 1st gear. When I drive on D3 or D4 in 1st once I get going to say 30mph I can let my foot off the gas and the rpm drops down, then if I press the gas again it acts like it is in neutral until I hit about the 3k rpm mark and the converter will engage again.

That is the story and now here is what I've found out so far:

No engine codes (Jumped the OBD I plug and found no codes)

TCC/Shift solenoid pass resistance, power on tests, and the screens were clear (15 ohms on each side and solenoid clicks with 12v applied)

I've received a citation for out of date inspection and need to get this fixed to pass the treadmill, please help.
