anywho i'm thinking of getting a 98 civic hb...but I'm not sure . Okay i've test drove it in a small road (no hwy yet..) and it seems okay....but then there's this "pulley" looking thinking located front right (when your facing the car) and it doesn't move or anything...is it suppose to? What is that??? Can anyone help me out???

 

posting to my own post...lol...but it's near the bottom of the car and in front of the pulleys (timing belt i believe) it's isolated and by itself...i need help..anyone???
