Well, i was under the impression that you were looking for more of a project performance car, not an economy car. Best, cheapest bet for good gas mileage with some decent pickup, is a D16Y8 which is what comes stock in the 99-00 EX's, and is a SOHC motor. Its fairly "peppy," and with a couple grand in mods can become a pretty quick car.
If you were to take the ballsy performance route, i'd suggest dropping in a b16, or a b18 now so you dont bolt on a bunch of stuff to the SOHC motor, then later down the road decide you want DOHC. my....two....cents

I still dont think youll get a 99-00 body and the engine and go under your goal. Im not sure but Id have to guess a decent body on a 99-00 would be right about 4k. Are you able to install the motor yourself? That is prob going to be your only hope.
If you pick up a Honda with about 120k miles on it and maintain it like Paris Hilton (very high maintinance) it should be able to double that quite easly.
ON a side not can you please explain to me what exactly is a fart can and why its called that? I have a 4 inch tip coming out of my car and just wondering if it would be a "fart can" to the pushrod lovers. Thanks.

I always skim the local classifieds just to see what 98-00ish Civics are going for, and I don't think I have seen one for under $6500-$7000 at the lowest.
